You are absolutely correct. The problem is that there are incredibly talented individuals who are just as competent as the so-called "experts," but their contributions often go unnoticed. Additionally, it's highly unlikely that Russia will align itself with any international regulations or laws regarding AI. Furthermore, they are undoubtedly determined to push the boundaries of AI development. The question arises: Do we want to be left behind? There are numerous uncertainties, and personally, I believe that Pandora's box has already been opened.
