AI is like the nuclear arms race. Plenty of people realize the dangers of building more and more nuclear weapons, but they know if they protest they will be replaced by someone even more unscrupulous, so they stay in their positions to at least maintain some limited control. AI, like nuclear weapons, is now becoming a strategic-level weapon militarily, scientifically, and economically. Nations are going to build it, and if your foes are building it you cannot afford not to. And like in the Cold War with nuclear research leaking to the Soviet Union, countries will steal AI research from one another so no side will fall too far behind. It’s a spiral. The only thing that stopped the first Cold War nuclear arms race was a few close calls restoring sanity and everyone collectively agreeing to pause the race and deescalate. But that is not going to happen today. The Unipolar Moment in the 90’s broke Western politicians’ brains and materialized the myth of unconditional Western superiority, so the neocons in charge in Western countries now have invincible main character syndrome. Meanwhile the opposing countries like Russia and China sense that American hegemony is failing and the European Union is already a second-rate power, and they smell blood in the water and perceive now as the opportunity for a geopolitical resurgence which will end the centuries-long dominance of Western Europe around the world. But to make matters worse, training of AI has been somewhat democratized. It doesn’t require state actors. Anybody with enough time, computer hardware, and electricity can create AI… And with agentic AI around the corner we’re almost at the point where AI can develop AI autonomously. In other words, unlike the diplomatic limitations on the nuclear arms race, we will likely not see a similar resolution and deescalation with AI because state actors in conflict with one another are too confident, non-state actors can engage in this race without the necessity for nation-scale resources and this gets easier and easier, and the danger is much more obscure and uncertain.
