Ai is the broad term. Saying ai is stealing art is just saying the program has your art without permission. It's like saying a museum stole artefacts. A museum isn't sentient, but it's the easiest thing to say when attributing blame.
While I'm sure some people genuinely believe skynet is stealing art, it's safe to say most people know the distinction.
Importantly though, they come hand in hand. Ai, sentient or not, will always be programed by us. Their actions in most cases are human led. Thus blaming a mindless program is the same as blaming the thing that created it.
