It is debunked because it was proven that these programs work in ways more similar to compression algorithms, and because these programs have been proven to copy existing images(Gary Markus and Reid Southern have a list of examples if you are curious).

Late to respond, but these programs dont really extract the unique data, and they more average it out.
What you descried cannot be transformative if it is determined to compete with the original work.
And the art can be in the algorithm, depending on how things go in the training period.

But this is not a tool. It does not work like a tool. A tool does not act in ways you dont expect. A tool does not act on its own once you scream at it. A tool must be controled by humans.
