If it doesn't think it quite literally cannot make decisions.
If one flips a coin to make a choice, does the coin decide the choice you make?
No, cause the decision to follow what the coin said is still purview of the person who flipped the coin, it was just a tool you COULD use to find a decision to follow, or simply ignore it.
The same way a coin cannot decide what choice you make by itself, AI cannot create art by itself, so it is by definition not an artist, but a tool that can be used to create art the same way a coin can be used to find a choice, by passing through the "decider", the person.
The example you give of the artist under the management of an art director is flawed, cause the artist technically DOES have the decision making ability to NOT follow what is set by the director, he can just leave.
(It is not so simple in real life, as artists need to work to be able to live under capitalism, but then i'd argue that yes, they are treated as tools under this specific socioeconomic system.)
AI is not an artist as it cannot make decisions, which is a fundamental part of creating art.
