Because 95% of them are all bought out or pure pressured by cooperate donors. Doesn't matter if it's Federal, state or local officials. Look at all these A.I data center's they are putting in for example. In pretty much every state and locality they pay no taxes, have unlimited water use on and on. Big money almost always win's over what the people want.
