Because the "not giving blacks the same medical treatment" thing was just based on differences in humans
Calling the ai "racist" is moreso a way to summarize a flaw with the ais behavior in which human data sets generate a bias not always based upon facts that can cause a flaw with it's long term behavior. An ai learns from the data sets given so when the data sets are skewed the ai itself is skewed in approach and may copy certain elements, such as racist views, that is contained within the material present. For instance, a human with a hidden bias of giving their own race priority in medical treatment contributing to a data set for an ai may cause it to develop the same bias regardless if the actual human participant was aware of it. This can give the ai the appearance of being "racist." The reason this wasn't added for the video title as oppose to just calling the ai racist is because it would be waaay too wordy and give off the same message in the end.
