Should we treat NPCs in video games as sentient? Sometimes they behave like they are, and we can't prove they're not.
Not being able to tell says far more about us and less about the AI in question. I don't know much about the various technologies that make airplanes work, that doesn't mean that I should treat planes like they're birds.
