in my mind its a question of which seems more likely...the chinese government managed to create a completely ai based system that is capable of tracking and recording the actions of all of its citizens, automatically cataloging these actions, accurately assigning a numerical value to these actions, using this real time numerical score to update other systems of which citizens have access to which social benefits, possessing the infrastructure and manpower to ensure this system is functional 100 percent of the time, and achieving all of this in 2014 over a decade before today's major advancements in ai technology...or the CCP has its own political buzzwords and jargon that got misunderstood by western news commentators who don't speak chinese
