What he said isn't accurate, but their system prompt likely does start with something like "You are ChatGPT." It's not unreasonable to expect that a text completion model, with access in its context window to the system prompt and web search results saying that ChatGPT made someone consume bromide, would therefore produce a sentence that admits to what it did. Chatbots are basically roleplay transcript generators. I think it's a combination of the model being designed to be skeptical of web search results (to protect against websites attempting to jailbreak LLMs) and probably some explicit instruction or other safety measure that instructs it not to admit to anything for legal/liability reasons.
