Spoken from the perspective of a software architect and engineer of 22 years, the answer is likely to be somewhere in between.
To simplify this a bit, “AI” is a combination of the ability to execute queries, comparisons, aggregates, and other lower level functions, (somewhat) in tandem to produce “the most likely result” based on the accumulation and analysis of the data it has access to. Where you see all of the “compute” requirements come into play is the need to be able to execute all of these calculation, very quickly. In essence, it’s nothing more than a super fast computer which is able to do massive amounts of calculations very quickly. Give it the wrong data, it’s f*cked. Give it no data, it’s f*cked. It’s very easy to manipulate as long as you feed it the data accordingly.
Having said that, we can already see (and feel) the immense impact it’s had to date. Graphic designers, copywriters, et al, were the first to have their craft all but disappear to AI.
