Np, that's not true. Traditional programming is deterministic. There is no such thing as a "perfect prompt" nor a "perfect context". LLM will interpret the prompt with its context every time, and every time can give you different results.
There is no way to predict the outputs, the underlying technology of the LLM is probabilistic. So, a good prompt might give you the expected result most of the times, but nobody can predict what will be the output in one particular execution
