No, I believe stealing the art made by an ai isn't plagiarism. If it just copied 1:1 from something else, then it would be. It steals to make something that's technically different, but nobody actually owns whatever it puts out. If you steal a painting that was made with stolen paint, you didn't rob the art store, but the robbery still happened.
