Simple: Other AI.
We may not have AI TODAY who can do this efficiently but you are forgetting that the advantage AI has is brute force and TIME. If it can run parallel simulations, it can literally brute force and solve a problem, and have a secondary AI be set up with parameters to know the conditions that it has succeeded. We already have existing AI that already do this to a basic degree. It can just run 24/7 and brute force, make microadjustments and keep trying until it gets the problem solved. What it has is it's ability to run parrellel almost infinitely, and also processing speed which is also continually being improved with each iteration and processor upgrade.
Theoretically it can condense years of work into weeks, or even minutes given enough computing power. I would say it may be a while until the technology could get to a point where it can actually replace a human completely, but saying "never" is saying that it is improbable which based on the current trajectory of the technology, and what we've seen from only 2 years ago, it is improving rapidly and we haven't even gotten to the exponential rate yet.
