@jeffreysoreff9588 Data centers require highly sophisticated technology, which is not availible easily, and needs massive supply chains to be produced. A large number of researchers also need to supervise the project, which could be vulnerable to targetted, brutal assassination.
Ironically, AI surveillance technology is going to immensley strong-arm foreign intelligence, making it very difficult for a nation to hide its tracks. A treaty designating international observers will make sure that nations do not conduct secret research, which will be outlawed, and met with immediate nuclear anihilation by the other party. Weakness to act will be considered a capital offense leading to public execution at the stake. We can do it if we get rid of weak politicians.
