No, it is trained. People are not smart enough to program a car to drive. They use machine learning. They make neural nets, and then train them to drive. It's a program that essentially programs itself based on it's performance relative to a data set of knowns that are back propagated. You basically get a black box and have no idea how it works like with a person. It's like raising a very dumb child, but once you succeed you can make unlimited copies.
