@Siliconversationsand funnily enough, they are also the ones who are at the front of the most develloped ai research, and the ones with the most advanced models. Huh, it's almost like if you regulate technology correctly and properly fund it without spending two african countries worth of gdp into it every week with no guarantee for profit, while also regulating it's use and limiting it to the public and having methodical research and development, then it actually gets better.
