The tools are already available to the general public. Pretty much any competent video editing software can be used to "dust for digital fingerprints" as they say in the video. The problem is that identifying deepfaked videos has to be done on a case by case basis. The clues for whether a video is manipulated or not will depend on how it was manipulated, the footage that was used, how sophisticated the software, individual skill, etc.
