For 1, its similar enough - the observation of art, to learn patterns from it, to make new art. Nothing wrong with this process when someone does it without a tool, so doing it with a tool is also fine.
For 2, this depends on the specific process used. A lot of AI art is just poorly done, but there are people who go more involved with it. The existence of bad art doesn't invalidate good art.
For 3, this depends on your definition of art, which I suspect we won't agree upon. But the way things have trended, AI artists for the most part now clearly state they're making AI art. They want the people who are fine with it to see it, and the people who dislike it, to not. It's not the same as drawing, but neither is photography the same as drawing or 3D modelling the same as clay sculpting. Not really an issue.
