Your argument is both uncharitable and attacks the wrong target. Searle does not 'assume' that computers can't fully understand -- he makes an argument. He does not dismiss the possibility of their understanding 'out of hand' but, rather, rejects many accounts of strong AI on grounds that he has defended in print for decades. Searle's argument, in the Chinese Room, is that purely syntactic systems cannot fully comprehend semantics, and that any model of a 'truly' intelligent system must adequately account for semantic properties. Searle does not reject the possibility of synthetic people or intelligences. He only rejects models of mind that are fundamentally derivative of the GOFAI model.
