Lucid dreaming does not translate to having knowledge of what's-it-like to be a bat. You do not lose your human cognitive faculties in that dream, you are just experiencing how your mind would feel like in such a body. There's no reason to think that that's in any way similar to what it really is like to be a bat (or any other creature, including other people). It is this qualitative aspect of experience that cannot be captured through a purely syntactic analysis. This is what Searle tries to show. Specifically, he wants to show that strong AI can only operate with symbols and syntactic rules, but can never understand in the same sense humans can. This is further strengthened if you take into account the qualitative aspect of conscious experience.
