In case an emergency occurs. (15m is too little I know so perhaps somewhat more.) but that should also depend on how crowded the highway is. The more cars, the less the distance between the cars should be driving in one another line.
Also, another algorithm should be added upon this feature, and that is, if one car is about to hit a heavy load, as the left / rightern to that car would be empty (according to the first "algorithm"), that car should turn left / right, resulting the car behind it to the left or right to turn in to the line that would be empty, so it "continues" in a chain of cars being able to work together all at once in order to prevent the crash.
