Ryan Low signals take time to send, recieve, process, and respond to. these cars will not be talking to each other directly, but through servers over an LTE connection (or other long range wireless) so just relaying the signal will take a fair few milliseconds to seconds (probabily a few too many). If cars were to beam directly to one another, not only would that pose major security risks (imagine someone faking such a signal and launching your car off the highway to avoid a car which isn't even there), but handling new connections all of the time will also be a nightmare on the software side of things, not to mention that under poor conditions the signal may not even get through (although this is dependant on tech they use). overall car makers are advertising communication between as a system where cars help other cars in the web to adjust to road conditions etc. there would also be the whole new ethical problem where the speedy response to the relayed signal causes the respondant to have an accident (say slip mid rapid lane change)since physics is the limit to what software can account for (i.e. sudden crosswind in slippery conditions whilst rapidly changing lane is a recipe for disaster). there also the situation where the other cars may not be self driving, which is the most likely real world scenario. regardless, this video is not focusing on avoiding the situation, but how a car would react when something like this inevitably happens.
