Worked for local law enforcement in DC Metro region and managed the system and did lookups. Can assure you the data from law enforcement systems is definitely NOT directly shared to any outside jurisdictions or even federal govt agencies, and definitely never to any 3rd party companies. They are maintenaned locally and other agencies must request LPR reads with specific guidelines and rules with an active case #, and they can only get plate, location & time info with a picture (2 pics - overall of vehicle & zoomed-in IR image of plate). They do not do facial recognition at all and would only capture a person if they are in the vehicle or standing by when one goes by, but it is not a very high quality image for sure. It does not store video at all, they are all just still images of detected plate reads. And the readers on the police vehicles get fooled by real estate signs and other things like that, so they take a bunch of garbage pics as well. And they are absolutely terrible at determining the state of a plate, and I mean just terrible, you have to manually confirm the read on any hit or query. They are good investigative tools when searching out criminals in an investigation, but they cannot be effectively used as a surveillance tool at all. I was personally very much against the 30 day purge requirements, you may need to investigate issues months or even years later, but they are auto-purged. They cannot just track you and spy on you, you have to be under investigation and have a plate directly searched for. The hot list alerts are updated periodically but it is not a "live" thing. Privately owned systems are different and can store data as long as they wish and sell if they want, but many do not share with law enforcement and they are not required to either. Remember, when you are out in public you don't have the expectation of privacy. And a private company can do the same as ling as you are in an area where privacy is not expected (i.e., parking lot).
