Psycho pass kinda did thing on this.
Killing people based on ai to judge their guilt, but it measured that by their anxiety, so if their anxiety is high the gun will be lethal. So it did happened where a murderer who has a very calm mind locked himself in a bank or something and started killing and torturing making everyone there freaked out so when the doors were unlocked the cops all killed the innocents running out because ai deemed them too emotionally unstable. But not the killer.
I stopped watching that tho cuz it was the dumbest police system in the world and even if that was the point It was too annoying to watch
