The technology for this, exactly this is very close. I don't think this'll be science fiction for very long.
Currently the only things stopping this from happening is the battery, brushless miniquads can't really fly for more the four or five minutes, and that'll probably be decreased with an explosive payload. It'll also have to stream data over to a server to be able to do any sort of reliable facial recognition. An effective countermeasure would probably just a hose with a spray nozzle, even if the drones are waterproofed, water accumulating on the camera lens will make it nearly blind.
