If any of the AIs mess up, they can easily shift the blame to the developer. Which means, they can do all the warcrimes they want and it will be the AI company that it will be to blame!
And AI companies will comply (most of them) because their "research" is only takes money, doesn't make it and they want the bubble to keep growing.
