When he started talking about energy costs and "climate impact" it became clear that this is about convincing average people that they need global "governance" to protect them from AI. These technocrats are apparently using the "AI threat" in the same way that some in the past have suggested using a fake "Alien threat" to unite the world under a global authority. There's literally no way to keep individuals from developing independent large language models, and Prof Marcus knows that. There are already models that run on an offline PC. They aren't as good as Chat GPT, but it's just a matter of time. The world should not be united under one AI regulatory body. It's a technocratic scam. They're using this as a pretext to monitoring private communication even more closely. They will definitely use large language models to analyze private communications.
