"Taking the data from one artist's work and replicating it in a different piece" that's exactly what getting inspired by another artist is! The only difference is who or what does it. If your brain takes in the data and makes art in the same style, it's cool, we all love ourselves some Doom Eternal meets Van Gogh from time to time. But when an AI does it people take issue. It's really the same process. I personally don't value art made by AI the same way I value art made by humans.
It can be as easy as forcing (by law) all AI to place a watermark in the metadata of their output to make it clear it's AI art. Then, if someone is thought of using AI to make it seem like they are making the art themselves, let's make it a thing for artists to have to prove themselves by taking pictures and/or video of the process of one of their pieces just to prove themselves and if they don't do it we don't trust them. Because obviously when you ask someone to prove their skills to you and they refuse, it's sus ain't it? So let's make it a cultural thing. Prove you're capable! Then we believe you, and pay you more for your effort than the AI.
