I think that waymo mapping out the areas first is actually a really genius decision because even if you do use cameras and other equipment to help with real-time decision-making, it will assist the cars when things are not correct, kind of like having a navigational rule book
Even more importantly, the investment on mapping out these areas will pay off when they sell that data to other companies who want to utilize autonomous technology
