if the Waymo messes up these are the next steps:
Cop pulls the car over (hopefully it doesn't try to escape)
Waymo has to pay the full consequence, if the same car messes up some more it is impounded. Waymo can't keep it.
The best part: The cop takes you to your destiantion instead. Sirens and lights are used to make up for lost time.
