13:21 I think they mean accessible sometimes as in..for people who can't draw. They think you have to go to art school or have some kind of mentor but the reality is you just have to pick up an implement that can make marks and something to make marks on, and start making marks. Or if mark making ain't your thing, grab pieces of whatever and stick them together and boom, sculpture. The thing these people are lacking is imagination and curiosity, not ability, talent or opportunity. Which is actually most important to all art and probably especially to generating AI 'art' because they won't be imaginative enough to create an interesting prompt anyway to create anything of substance.
