There absolutely is a red button to stop AI. A) Nationalize all AI research and models B) Specialize the AI models strictly C) Negotiate with foreign power so that they do the same, like the anti-proliferation treaty for nukes. Promise military and economic destruction if they don't (like the USA always does anyway when they don't like something).
