I think you would get a politician saying "We need more transportation, to stimulate the economy, and save money in the longer term." That is just the sort of thing that politicians said (e.g. in Japan) as they invested in rail and motorway networks. They might even say "We need more transportation to mitigated climate change" since people listening would know that they meant transportation with a lower carbon footprint than that currently used.
