I think the main thing AI art lacks that every other type of art has is intention. Art is mean to make you feel something. A painting of a war might make you feel despair, or it could make you feel triumph. A painting of the sky might make you feel lonely, or could fill you with a sense of adventure. Even Hentai is meant to make you feel horny.
When a computer makes artwork, it has no intention other than to match key words.
