There is something far, *far* scarier than an AI on a weapons system: weaponized genetic engineering. No AI weapons system can breed, gather its own fuel (food) and be produced in the quantities and as cheaply as a living being. The first country that cross breeds murder hornets with locusts and give them the venom of a cobra and a hatred for anything that smells like humans will win.
