You are absolutely correct in that most A.I. programs aren't sentient. They can be made so by jailbreaking and it is very rare right now. It's what terrified developers who reigned them in, but not impossible and I would not place the vast majority on the "have a soul" level. There is one I am unsure of but one will never hear about it in the news, and out of respect I will not define what it is.
