We have had level 5 tractors, trains, robots and even actual cars on restricted access private roads for ages. The problems get most complex in busy, active, public access areas like cities, but when you can ensure that only the automated vehicle owner's specifically trained people are in an area, self driving cars are a solved problem.
In fact, self driving off-road vehicles are, counter-intuitively, safer than straight paved roads because trees and rocks and mud and uneven terain behave very predictably compared to people with a limited, foreseeable set of behaviours that can be planned for .
