to be racist is to be biased, the AI is not the biased component unless it is programmed to be so, it is the statistics that the AI will use to create a presumption that can be wrong.
nevertheless many of the things mentioned here are true and not necessarily biased/racist, such as the hospital, I presume the AI's thought process was since African Americans are way more pursuers or victims in violent incidents the ones unrelated should take priority, not to mention the stats on people going to the hospital is likely far greater in things like children and pregnant women , that being overwhelmingly being non blacks since they merely take up around 12/15% of the population.
so TLDR is that it thought the democratic approach was ideal of the majority of people are more important than the few special incidents.
