If history teaches us anything, it's that treaties on arms reductions/bans, only work while the signers are at peace and do not expect war. One they think war is inevitable, the treaties go by the wayside. (Washington nalal treaty saying no BBs over 30,000 tones, so the Japanese built Yamato at 70,000 tones.) Banning autonomous drones will only work as long as the countries that agree feel safe enough to not need them.
