16:49 something similar has happened in japan in 1995, but it wasn’t a virus utilised by a cult; they developed their own poisonous gas (sarin) which they have unleashed onto commuters on tokyo subway. Its a very interesting story, there are many documentaries that have extensively covered it so I highly recommend looking into it. As a scientist though, I will say that developing a virus as a weapon by a scientist with questionable morals is not impossible. Many unethical or negligent practices have come out of questionable individuals and organisations, including direct human gene editing (such as by He Jiankui) or the elephant man trial as such. Indeed, even now machine learning has been utilised extensively to design efficient virus models in science for healthcare reasons. Although, it is under strict jurisdiction for most as it is not privately funded but by universities/government bodies. With private funding it is unlikely to occur, but not impossible.
