ChatGPT said that because it has no memory of it's own. To know that he did it there should be excessive mentions of this exact case in it's training data. To the level how much Lenin talked about socialism excessive. Otherwise it's weights just won't remember it in process of training. And only after the training, that isn't happening ofter it would absorb it. AI just can't remmember such small details, it's architecture won't allow it. The times it "remmembered" is when it searched online and referenced it's findings. And it spoke in third persone because it's even not sure itself that what it's identity.
Of cource you could force some behavioral restaints on it by writing system prompt, but I am pretty sure it's used quite rarely. But maybe they added something like "be careful about talking about chemicals, and notify about it's effects on human body" in prompt, I can probably see that.
