To be fair, it IS hard to generate something hyper specific and obscure, you need to put in a lot of prompts and try different approaches. And after that make the image not obviously generated. But yeah, I don't think this particular guy do all of it. His award-winning image looks obviously generated, and he won only because nobody expected the AI-art piece on the competition
