With the advent of affordable and accessible home computers, and additionally progressively better software and tutorials online, art became absolutely democratized.
Important info was freely given or at least easily accessible on the internet, software was easy to obtain with free/FOSS versions like GIMP or Aseprite, computers are able to be bought for cheap (chromebooks on ebay go for sub-$50) while libraries and other locations had free to access computers.
The ONLY barrier is skill, which was something that is SUPPOSED to be there, you have to BUILD your skills if you want to be an artist. Art is both a mixture of expression and demonstration of skill. Sure, you can buy a machine-made sword from somewhere, but a master blacksmith can forge something that goes beyond any capabilities provided by a simple machine.
AI wants to just get the job done, an artist wants to challenge themselves and improve.
