OK, suppose the AI Existential risk lobby wins and the western governments agree to pause or stop further AI research. Somehow, surprisingly China, Russia, N. Korea etc. countries also Agree. However, the western Governments remain honest in their commitments but the others are not so, they secretly continue with the AI research to pursue their communist goal of making the world socialist.
