The problem is that if the west stops AI then China will win the AI race either way we are screwed if we stop or pause then you are serving the world on a platter to a dictatorship that have 0 respect for human life its a problem without a real solution at all, the only thing that can really pause AI development is WW3 and only because it will screw up the global infrastructure which the AI needs to operate for a couple of years but even then it will eventually resume its only a choice of going out with a bang or a whisper. I don't think AI will turn terminator on us however it will screw up the way the world works so much that people won't have much reason to live or feel any sense of purpose.
