Isn't he just asking for a monopoly? Let's be frank. Neural networking is not a novel concept. Any skilled team of developers can implement one. The key difference is the amount of computational power we have today at the touch of a finger. That's what has allowed these "AI" (or more correctly, machine learning) systems to emerge as they currently have. It's a far cry from "intelligence", but it most certainly passes the Turing test. The government needs to be smart and actually debate the laws and ethics around this instead of creating "trusted partners", which is what Sam Altman is implying.
