The problem with the notion of regulating AI is that while some Western nations may sign up, a great many state and non-state actors won't. And so the reality is that once the technology is available, it's going to be utilized no matter how much wishful thinking one may do. We already have laws saying that invading other countries is illegal, but... that hasn't stopped any nation from doing precisely that whenever the aggressor nation believed it had the capability to do so successfully. Laws and rules are easily ignored.
