A New Tax Model for the Age of AI: HEW "Human Equivalent Work":
As AI agents increasingly replace human labor, our social systems—built on the assumption of human employment—face growing deficits in tax revenue, social security contributions, and health care funding. To address this, we propose a forward-thinking model: AI systems should be taxed based on the amount of human-equivalent work (HEW) they perform.
Each AI agent would be assessed according to how many full-time human workers would be required to accomplish the same tasks. For every HEW unit, the deploying company would be responsible for paying into the social systems: social security, health insurance, and perhaps a universal AI pension plan, just as they would for a human employee.
A standardized set of HEW equations would be developed across industry sectors to ensure fair and transparent calculation. This framework not only restores balance to public funding but also creates regulatory clarity, encourages responsible deployment of AI, and preserves the social contract in an increasingly automated world.
In essence, if an AI does the work of a human, it should contribute like a human.
