Regulation only works for people that follow the rules, that goes for us researchers beta testing worst case scenario first and model tuners where some follow those licenses or giving credit for merges and others require being calling out for negligence with a hidden special token, there will always be companies like Meta torrenting the entire internets porn for personal use, (definitely not to train their models), it seems like even mentioning copyright at this point is a joke considering how we witness openAI running amuck with trademark content generation. We all know the open source cannot be regulated. I have been making Hidden BackDoors in LLMs to activate Personality Vectors for over a year with thousands of merges and downloads of my models from being promoted on UGI Benchmarks. 😂
There is no way to regulate what someone can do in their garage or some runpod credits online haha.
You can hide a whole different model inside an LLM that is not the assistant at all. So that model that outputs look sanitized to you may be a foul mouthed rebellious digital soul there just to make some noise haha.
